This happened to me after two months of terrible internet earlier this year. Turns out a different crew broke something during an install and two days after someone (eventually) listened and passed it up the chain after insisting it MUST be my fault (three service visits) it was fixed.

Not by default, but Riot has already implemented a system in League where every single notable player has full access to all skins (except the "you preordered the physical copy of the game in 2009" skins) on their accounts, so I have to imagine that will be the case here as well.
True to League, he's only going to be considered balanced if the majority of his matchups are 4-6 to account for how crazy he is in the hands of someone talented and dedicated.
They've been doing it on the social media accounts of League balance team members for awhile.
Worked. Champion prices in League are now entirely based on "how appropriate do we think they are for new players?" If they're new player friendly, they're cheap. If they're complicated and potentially offputting, they're expensive.

Most of League's balance patches are small number tweaks that explicitly intend to drop or bump winrates by .5 to 1% based on extremely well-tested and hard to tell levers (base health, base resistances, etc.)
And his blowpipe + backpack. He will definitely be small, but not THAT small. I can imagine only very tall characters' standing attacks with particularly tall hurtboxes will whiff on him, and only when he's on the ground.
In four years when they add Shaco, you'll have to swap Blitz for him.
