Supposedly, Ikegami Tsushinki used Donkey Kong and Zaxxon code (which the Company had already created for SEGA) to create Congo Bongo.

The game was at least partially coded by a company named Ikegami Tsushinki, which interestingly was originally commissioned by Nintendo to do programming for Donkey Kong. After a legal dispute between them and Nintendo, they created Kongo Bongo for SEGA.
