The violence is the point. This administration is working to dehumanize and demoralize anyone they see as "other". The midterms can't come soon enough.

It could have caused pain to clip the fence. The clippers would have needed to be right next to the rabbit and the snapping of heavy metal may have pinched it or scratched it more. It was better to work it back out the way it went in since it wasn't causing pain.
