Furthermore, the world has changed dramatically since the United States utilized reciprocal tariffs and capital controls to crush the import substitution policies of left-leaning leaders during the Cold War.
Weβre now in unchartered waters. While itβs clear that free trade has done little to improve the lives of American workers, itβs less clear that free trade is the superseding cause of growing equality in the United States. In response to Smoot-Hawley, FDR sponsored the Reciprocal Trade Act of 1932, which gave the President the power to negotiate tariffs to further the U.S.βs strategic interests. Call it a funny twist of history, but itβs the legacy of this act which now authorizes Trump to pursue his trade agenda.
The recent move by the Trump administration to place tariffs on Colombia, and possibly Canada and Mexico, marks one of the greatest departures from the U.S. free trade consensus since the disastrous Smoot-Hawley Act of 1930 spurred its arrival.
