We've got two different precedents. Lt. Cmdr Data was deemed to not be property of Starfleet and granted freedom. In the case of USS Voyager's The Doctor, he was granted authorship rights over his holonovel.
Neither necessarily gives us a bright line rule. Maybe by the 32nd century we will.
Quiet areas. Sometimes in large groups the noise can be an overwhelming sensory experience, so having a place to the side to step outside the crowd is very good.
