An Illinois appellate court overturned state regulators’ approval of GBX on grounds that Invenergy didn’t prove the ability to finance the project. Maybe this helps with that ‘proof of financing’ hurdle but guessing not relevant to the pending appeal at the Illinois Supreme Court?
