The R&R is from a UK-based small press that specialises in political writing, in this case historical crime set in the 1830s - a time with significant parallels with our own in terms of active wage depression, erosion of workers' rights.

The default isn't Word. The default is .docx file format. So many programs can create it, many of them free.
The only obvious contender to that format is Open Document format. That format can also be handled by the same programs that handle .docx format. There is no advantage to either format
