"The Patten Commission had recommended a specific 'Commissioner for Covert Law Enforcement in Northern Ireland' to ensure covert policing techniques were being used within the law," the CAJ director says. "This unimplemented commitment should now be taken forward."

The ECHR is deeply embedded within the 1998 Belfast/Good Friday Agreement. This commitment does not allow the UK Government to formulate some version of what it regards as ECHR-equivalent protections.
