Unfortunately, I’d say that’s exactly what happened. But it shouldn’t even be up to residents to point out problems with drainage in the first place. The engineering team should be looking for these problems and then ensuring they are dealt with properly early on in the process.
I had a look at the council’s reports on this project. It seems residents raised the issue of drainage on this road and were assured the construction team would look at it. I agree that auditing after construction is inadequate (or perhaps completely absent).
