I'm well aware of how Whitehall functions and malfunctions - I train people in how parliament and government work - but the civil service has nothing to do with the unrepresentative nature of the House of Lords, so I fail to see the relevance of your comment.
Born in 1961, I couldn't watch anything "over and over". Before the marketing of home video, we watched whatever was on at the cinema or being broadcast on the three existing television channels.
Hear what? The Civil Service isn't intended to be a representative body, and has no legislative or executive powers.
