What is socially deemed as legitimate is not fixed. It is based on power relations, yes. But in a anarchist society where power is distributed equally what gets deemed as legitimate changes. Who cares? We care because it gives us a compass of what we would to see as socially excepted general norms.
No anarchism is based on a ethical foundation, from that standpoint you can judge if something is legitimate or not
I feel this is a bit of a word dance, to just give a word another meaning to try to solve a problem. States are not “legitimate authorities” they fabricated their legitimacy.
