At today’s opening meeting of the 2025–2027 Legislative Commission, Senator Robin Titus
issued a strong statement condemning last-minute partisan actions by the majority party that violated
constitutional deadlines and disrupted legislative procedure.
“What should have been a collaborative close to a productive session was undermined by a last-minute partisan
power grab that threatens the integrity of our democratic process,” said Senate Republican Leader Robin Titus.
In the final 30 minutes before the constitutional adjournment deadline, the majority introduced and passed
Senate Concurrent Resolution 8 (SCR8), restructuring the Legislative Commission’s membership from a
balanced 3–3 split in each chamber to a 4–2 majority in their favor—overriding decades of legislative
precedent. The resolution was read in the Assembly before the Senate had even finalized its vote—violating
standard procedure and denying minority members the opportunity to review or debate the measure.
Even more concerning, Senate Resolution 9 (SR9)—which enacted the new commission appointments—was
voted on at 12:18 AM, 18 minutes past the constitutionally mandated midnight deadline. Under Article 4,
Section 2 of the Nevada Constitution, that renders it void. Compounding the issue, the Lieutenant Governor was
locked out of the Senate chambers, preventing him from fulfilling his constitutional duty to preside.
“These actions weren’t just political—they were procedural violations with real consequences,” said Senator
Titus.
Although Senate Republicans believe there is a strong legal case to invalidate SR9, judicial intervention is
unlikely on SCR8 due to longstanding precedent against courts intervening in internal legislative matters. As a
result, Senator Titus and the Senate Republican Caucus plan to bring their case directly to the public.
