If measure approved, amended Charter would: • Set new policy to fund Police Bureau at level of at least 2.0 sworn officers per 1,000 residents. • Require 25% of existing Clean Energy Surcharge to go to new Enhanced Community Safety Services Fund. New fund may not be used to reduce general fund support for Police Bureau below preceding fiscal year. • Require new Enhanced Community Safety Services Fund Commission to adopt plan to recruit, hire, maintain, and support at least 2.0 sworn officers per 1,000 residents by 2030 and beyond.
