SUMMARY
In 2018, Portland voters imposed 1% Clean Energy Surcharge on large retailers. Surcharge raised approximately $167 million in FY 2024-2025. Revenue from Surcharge is deposited in Portland Clean Energy Community Benefits Fund to support City’s Climate Investment Plan.
If measure approved, amended Charter would:
• Set new policy to fund Police Bureau at level of at least 2.0 sworn officers per 1,000 residents.
• Require 25% of existing Clean Energy Surcharge to go to new Enhanced Community Safety Services Fund. New fund may not be used to reduce general fund support for Police Bureau below preceding fiscal year.
• Require new Enhanced Community Safety Services Fund Commission to adopt plan to recruit, hire, maintain, and support at least 2.0 sworn officers per 1,000 residents by 2030 and beyond. Commission composed of Mayor, Police Chief, City Administrator, police union representative, and one Councilor.
• Allow lawsuits to enforce certain provisions.
• Require regular financial and performance audits.
• Other provisions.
If measure not approved:
• All Clean Energy Surcharge funds used to support City’s Climate Investment Plan.
