There is definitely streaming fraud/spam that goes on. I've heard about it most extensively re small labels/artists who game the system using bots (and more recently, use AI to generate songs in bulk). Stands to reason that the majors would practice the dark arts, too.
I'm guessing (purely guessing) that a) Drake wants out of his UMG contract, and b) maybe with Grammy final-round voting starting soon, he wants to besmirch "Not Like Us." The thought of that song winning for Record or Song of the Year must totally freak him out.
I think it's a moot point. The song was a legitimate monster hit. All the payola in the world can't mint that.
