I believe all the Altering Cave Pokémon are available in the Safari Zone's new areas in Emerald after getting the National Dex

I'm sure we'll end up seeing RSE on switch eventually which will make the Nat Dex possible in FRLG - but it'll be a lot more of a pain to get without Colosseum since you'll need to do 3 Playthroughs of FRLG to get the Beasts, and 3 Playthroughs of Emerald to get the Johto Starters (Hoenn Dex reward)
