There are so many relevant and political messages in this movie if people just read through the lines. Glinda's character arc is so interesting. Gahhhh I love it even more after watching it a second time.
Glinda is specifically speaking to the Munchkins in this scene. Remember Nessa also included Munchkins with the animals needing travel permits earlier in the movie. But in Munchkinland, the big Elphaba tower is still being burned after that speech about how she wants to help them.
Elphaba hinted to Elphaba when she said, Look at me. Not through your eyes, but theirs" that she needed to fake her own death in order for Glinda to use her privilege to take over Oz and reform it to something that represents actual goodness.
Friends, because I don't see any enemies here..... If you'll let me, I'd like to try to help. To change things. I'd like to try to be Glinda- the Good."
The old Oz would have wanted the story to end with Elphaba's death (as perceived by the audience). She then says, "Fellow Ozians, ALL Ozians (animals then start coming out from hiding).
The next song in the sequence would have been "Good News" in Munchkinland. She goes on to answer about how her and the "witch" met and it pans to the yellow brick road is if it's the beginning of the first Wicked again. The camera pans back to her and she says she has something more to say.
She goes to see Madame Morible to show her the wizard is actually leaving Oz. Madame Morible tells Glinda, "I can see now how truly good you are." Glinda responds, "Actually I'm not. Not yet." And then Madame Morible is flown off by the flying monkeys.
