For examples on education: city commissioners often have influence, especially RE the budget, on educational programs outside of the classroom like what libraries and community centers offer, and inside the classroom with city funded programs that are in partnership with the school district.
For example on elections: some city governments opt to give spaces for more polling locations, ballot drop boxes, and even free public transportation for better voting access. Some have spent a lot of money investigating fraud & advocating for mail ballot restrictions.
