You are right that it should be clearer how to opt out, and that option should be available direct from the homepage. She posted a follow-up with a screenshot of the form she needed to fill out in order to opt out, so there is definitely a opt-out option, just one which is hard to find...
She is already being given the opportunity to opt out. The UK and EU require an opt-in, i.e. no cookies being set unless you actively say yes.
If you want to have the UK/EU cookie banner to allow for easier rejection of tracking cookies, can you use a VPN with a UK or EU location? And/or use Global Privacy Control through your browser?
They do still offer that option in the UK. But US privacy laws require opt-outs not opt-ins. If there has been a change, it has probably been to align with the applicable laws in order to collect the maximum amount of data allowable, instead of applying their UK/EU compliant banner to the US.
