Yes, cost of living must be assessed on an annual basis, as is the case now. Does not say to not collect monthly data (annual is an average of monthly data) and I think that's an odd read to assume it implies that here.

It is possible to criticize the opinion of someone who is Muslim, Jewish, Black, Gay, Trans, etc., without it being because they are Islamaphobic, antisemitic, racist, homophobic, transphobic, etc. Sometimes people just have bad opinions.
Bluesky really does have a problem with causation and correlation. "Criticizing someone who is X" does not automatically mean "criticizing someone because they are X."
