In order words, grant funding is policy making so those who are involved in grant making are policy makers and, therefore, should be political appointees.

That’s unfortunate. It must be convenience of routes, rate of busses, and safety. It’s difficult to pull car commuters from their set route when it is just more inconvenient, plain and simple. Bussing takes more time, effort, planning, and discomfort unfortunately.
