In 1972, while serving as the head of the reference department at Bucknell University, Horn was subpoenaed to testify in the trial of the β€œHarrisburg Seven,” a group of anti-war activists. The group, which included priest Philip Berrigan, was accused of plotting to kidnap Henry Kissinger. /4

Horn refused to testify or disclose library usage records, citing her ethical duty to protect the privacy of library patrons. She was held in contempt of court and spent nearly three weeks in jail. She argued that government spying in libraries β€œinhibits and destroys” freedom of thought. /5
