Guys he loves her so much! She loves him too but she never wants to be a burden to him. She is just so vulnerable here and they have this moment. This is pinnacle Mulder and Scully for me.
MSR Hugs are so precious. If I had to pick I would go with that final scene in Per Manum. There is something so intimate and raw depicted in that scene. It is a private moment and he is so tender with her and she is so vulnerable with him. They are pure and true.
