Ein großes Problem ist die Notwendigkeit, einen externen Ruf vorzulegen, wenn man irgend etwas braucht bzw. will. Leistungszulagen sind nahezu ausschließlich Berufungsleistungszulagen, Aufstieg W2 auf W3 geht i.d.R. auch nur mit externem Ruf. Bei Lehrern und anderen A-Beamten geht es auch ohne.
Also, "they can do whatever they want now" is simply not true.
