Not really, it doesn't need to be public to send mail, I suspect they haven't "set up a rogue server" but instead are working with one of the existing solutions in the SPF record, including salesforce which is a common solution for sending mass emails.
Biggest barrier would be dealing with inter-departmental spam filters which might be what they're testing.
In any case looking to bypass leadership at other branches. I, personally, dont think this has anything to do with RIF. RIF could be coming but they dont need email addresses for that
It doesnt sound accurate, briefly looking over the SPF records (im not an expert) nothing appears to have changed recently.
I think in this case "setting up email server" might be "bypassing address limits" and "setting up contact records for employees in other branches"
