Turns out that Bavaria's broadcaster is responsible for EBU matters within Germany's ARD network.
BR's director-general Katja Wildermuth:
"The [ESC] has remained so successful over many decades, which were anything but apolitical, because it has always followed the motto ‘United by Music’." (1/x)
That means that ARD chooses to ignore the Israeli government's well-documented interferences, harming not only Kan's independence, but the EBU's overall.
