You can't get a Nazi tattoo without Nazi intent. It requires picking out a Nazi symbol, specifically seeking out a tattoo artist who is willing to do Nazi tattoos, and asking for that design specifically.

More specifically: no tattoo artist would even display that as an option to a customer who just asked for "a cool skull tattoo", and if you brought that specific design to a tattoo parlor they would refuse to do it, unless the tattoo artist was _also_ a white nationalist.
