I believe so but it’s hard to know what rules stand and what rules have been thrown out by the courts when it comes to the NCAA.
It will be interesting to see what the roster limit changes in FBS do to the transfer portal exits this season. Some players might think twice about leaving the FCS team they are on but at the same time there should be huge numbers of FBS players looking for new spots.
