The picture elsewhere is stark. @hrw.org found that deportees sent to ACA countries in Africa have been imprisoned, mistreated, and in some cases abandoned in neighboring countries with no money, no contacts, and no support.

The consequences are already playing out. DHS has been "pretermitting," or canceling, asylum cases en masse and ordering people sent to ACA countries. Immigration courts urgently need to understand what conditions in those countries actually look like.

The policy is intentional. Sec. of State Marco Rubio said at an April cabinet meeting: "We are actively searching for other countries to take people from third countries... the further away from America, the better, so they can't come back across the border."

Those sent to these countries are often unaware of what awaits them. As MiSC scholar @elliottyoung.bsky.social put it: "Asylum seekers know the dangers in their home countries, but are not always aware of the limits of the asylum system or gang violence & state corruption in ACA countries."

ACAs are bilateral deals where the US sends asylum seekers to a "safe third country" to have their claims processed there instead. Deportees can be sent to countries like Ecuador, Guatemala, Honduras, or El Salvadorβ nations they may have no connection to whatsoever.
