The US has been signing "Asylum Cooperative Agreements" (ACAs), sending asylum seekers to third countries instead of processing their claims at home. A new bulletin from the Lewis & Clark Migration & Asylum Lab breaks down what this means. πŸ§΅πŸ‘‡

Lewis & Clark Migration & Asylum Lab - ACA and Third Country Removals Ecuador ACA Bulletin

Their findings are clear: none of the countries currently receiving US deportees under ACAs can guarantee safety or adequate protection.

Read the full bulletin from the Lewis & Clark Migration & Asylum Lab for a rigorous, country-by-country assessment.

@elliottyoung.bsky.social of Lewis & Clark College and @mneesha-gellman.bsky.social of Emerson College examined conditions in each of these countries through fieldwork, interviews, & rigorous research to give immigration courts the country conditions information they need to make informed decisions.

The picture elsewhere is stark. @hrw.org found that deportees sent to ACA countries in Africa have been imprisoned, mistreated, and in some cases abandoned in neighboring countries with no money, no contacts, and no support.

The consequences are already playing out. DHS has been "pretermitting," or canceling, asylum cases en masse and ordering people sent to ACA countries. Immigration courts urgently need to understand what conditions in those countries actually look like.

Trump could deport immigrants to 58 countries after Supreme Court ruling Diplomats have reportedly been offering payments and potential relief from Trump’s renewed travel ban to entice countries to take deported β€˜third-country’ immigrants

The policy is intentional. Sec. of State Marco Rubio said at an April cabinet meeting: "We are actively searching for other countries to take people from third countries... the further away from America, the better, so they can't come back across the border."

Those sent to these countries are often unaware of what awaits them. As MiSC scholar @elliottyoung.bsky.social put it: "Asylum seekers know the dangers in their home countries, but are not always aware of the limits of the asylum system or gang violence & state corruption in ACA countries."

ACAs are bilateral deals where the US sends asylum seekers to a "safe third country" to have their claims processed there instead. Deportees can be sent to countries like Ecuador, Guatemala, Honduras, or El Salvadorβ€” nations they may have no connection to whatsoever.

New footage yet again contradicts DHS claims about its killing of a US citizen Body camera video obtained by CBS News in the Ruben Ray Martinez case is another example of the administration misrepresenting lethal action from immigration agents.

Body camera footage newly obtained by CBS News shows the moments leading up to and after an Immigration and Customs Enforcement agent fatally shot US citizen Ruben Ray Martinez in March 2025 and contradicts the Department of Homeland Security’s account of the killing.

Key difference is US interdiction these days is a near-guarantee and unlike in previous years there will be no kind of wet foot/dry foot; it’d be detention and deportation for all.

'It Was Very Creepy': These People Say They Lost Global Entry Just For Watching ICE Agents Two people claim they were punished for acts of protest, and an internal government memo suggests they may not be the last.

I spoke with two ICE watchers who lost their Global Entry after brushes with federal agents. Now an internal memo shows Customs and Border Protection is evaluating cases where people's Global Entry could be revoked based on "encounters" with its officers.

Minnesota Lawmakers Can Act Now to Protect Themselves and Their Constituents Improving security measures at the state capitol complex would help combat political violence and protect free speech rights.

Minnesota and other states can implement these security measures to help lawmakers and the public alike feel safe to engage in the democratic process:

Kristi Noem has done a stunning amount of damage and it’s good she’s gone.

But this doesn’t change the fact that we need a complete overhaul of DHS, impartial investigations into the killings of two American citizens, and information on children that were taken from Minnesota.
