As someone currently on a DECRA and planning to apply for FF in the next 2 years, the proposed changes don't sound great. Especially b/c ARC want ECR/MCRs to remain "embedded" in teaching/uni for the other 2 years. Establishing yourself as a research leader is almost impossible with a teaching load.
