I have heard that in other states, they just print the card on-site with none of this back-and-forth. There is not even a phone number with a non-robot on the other line that I can talk to about it.

In Texas, you have to wait 30-45 days for your new or replacement driver's license to come in the mail. They issue a temporary driver's license that is just a print out on a piece of 8.5x11 paper. Anyway, my TDL has taken so long to get to me that my piece of paper is no longer valid.
