No orders for supplies/reagents/equipment (already a huge bottleneck after earlier cuts). No travel or conference registrations. And certainly no hiring.
So this could be a total freeze, in everything but name. Is that the new workaround the administration is trying? Isn't that illegal? (2/2)
I'm getting word that the latest attempt to strangle what's left of the NIH is that purchasing agents have been mostly/completely cut, with the purchasing to be done by centralized GSA staff. Who either don't exist or aren't assigned.
That means in practice no spending at all! (1/2)
