One might add the big picture is that Europe as a whole needs to work out its competitiveness strategy given Asia's rise and US withdrawal. And beyond bitterness at the changes, it isn't obvious there's a good answer sitting behind most of the activities.

There are two particular problems with the EU's protectionist proposals around industry. One is to continue giving the impression that China's main mistake in its eyes was to succeed. The other is the lack of evidence that what the EU is proposing is why China succeeded.
