Nice logo! I think it looks good on the collar without the hat, but the coin does look better when he's wearing the hat with the logo. So you can easily say the collar tag is reversible and he just flips it back and forth depending on what looks best

Yeah, I would recommend it at least for streetscapes and such. But also feel free to do it your own way; drawing backgrounds shouldn't feel like a chore, and sometimes more irregular or stylized backgrounds can be interesting too

If you haven't already, learning how to construct perspectives goes a long way. That's helped me at least get comfortable with drawing backgrounds to the point that I can feel like I'm consistently improving whenever I draw them
