The Melipenati capital was once a massive fort constructed to protect the aquifer beneath it, and it is connected to outposts all around it, the absolute best real estate for hundreds of miles. They took it and declared victory over the Humans, ending the Water Wars (for now)
The Great Water Wars were fought a few millennia before the events of the story. Water was so greatly depleted in North America that the former US went to war which eventually dissolved into many small regional wars around the collapsed nation, Humans vs Humans and Humans vs Bugs 1/2
