1. I suck at names I looked for once that sounded fancy that fit the vibe of the area.
The country is under rule by Dragons so the areas were themed & influenced by their presence (dragons can unintentionally do that). I went for Draconic sounding names like words in ElderScroll

But Gengar can use the Psychic TM as well as a load of others as it’s also a really diverse TM user

Psychic is phenomenal in Kanto. Alakazam if you can trade with someone, hell even Kadabra is really good in its own way. Hypno if you don’t like the idea of trade evos.
If you can do trade evos Gengar is also a solid choice sadly not for its typing as both those moves are physical
