THE FORMATION OF PARAMILITARY FORCES :  In the context of Haiti, organized crime is state sanctioned violence. Much like Duvalier's regime, violence is a mean to assure the control of Haitians, the land, the monopoly over the resources, the economic power and the political future of Haiti to prevent resistance against colonial and imperial order.

VIOLENCE AS STATE POLICY : 
The formation of paramilitary forces doesn't follow an organic pattern. They receive financing, weapons and ammunitions from the government and the non-black oligarchy in exchange for their support. Leaders have close ties to the political power with many emanating from the police force or the military, some still in active duty.

MANUFACTURED CONSENT : 
Paramilitary forces are the middlemen between the elite circles inside Haiti and foreign entities. They assure the perpetual destabilization of Haiti through starvation, intimidation, massacres, coup d'etat and internal displacement. Thus manufacturing consent for the perpetual violation of Haiti's sovereignty under the pretences of humanitarian aid and state building.

PROLIFERATION OF WEAPONS : 
Haiti has no firearms or ammunition manufacturing capabilities, there are laws restricting legal ownership. Additionally, the country is severely sanctioned by the
United Nations.

Reports prove those measures to be ineffective with artilleries coming from poorly regulated states such as the U.S. via the Domincan Republic and Jamaican borders through ports controlled by the nonblack oligarchy.
