At risk of sounding homer-y...doesn't everyone (not just colleges) do this though? Feel like every big festival, big event, etc invents one of these impact numbers that's almost certainly made-up.

Stoops was perfect for Kentucky because he had been around for so long. His career arc was always going to be non-traditional. UK needs a Cig guy who's been around. Knows how to run a program but is beyond the point where he's racing for the next payday.
