The 600 officers of the Minneapolis police only police the city proper, so 600 police for 430,000 people. Those are the police the Mayor has jurisdiction over. It looks like St. Paul has another 575 officers for the 285,000 people there, and presumably the smaller towns have proportionate numbers
A population of 4 million for the city proper - which is the figure you need for police forces, which are municipal - would make Minneapolis bigger than LA, which it isn’t. The urban region does have a population around 4 million, but other municipalities have their own police
