Pretti clearly did not brandish his gun. Which means the government is saying he was killed for legally exercising his right to carry.

You exaggerate. They’re playing tricks with the law, but the few cases where they’ve defied a judge directly are still working through the system. They haven’t gone to the Insurrection Act, or killed elected officials, and have generally backed down when confronted head on. That may not last.
Oh there’s much, much more they can do. For just one example, they are currently releasing most of the citizen observers they arrest, usually within 12 hours. That’s far different than sending them off to a camp to disappear. The brownshirts started out like this and got progressively worse.
