And the more important/intricate the scene, the more you want it controlled/indoors
It's still logistically easier to control the shooting on a stage, which you can do anywhere. Don't have to worry about weather, lighting, time of day, etc.
Easier to do smaller sets in LA because you can just build a sound stage and don't need the space/green screen for a large background. Easier to do wide open spaces in manga/anime so you don't need to be as meticulous about tracking the position/angles of things in a small room.

I get the instinct. The bigger issue is that alternatives just don't have the same cost scales, so even when there are alternatives the extra costs would be prohibitive, which is why mixed sites drop support for NSFW to protect their costs for the rest of their business.
