It is a very common technique used in many Norwegian and even Scandinavian institutions, as department heads often promise these jobs to a candidate a year before releasing the job advertisement. The recruitment process is just used as a cover-up to meet the legal guidelines.
The candidate is already selected, and this is to ensure that no one else can apply and be selected.
