Baker last played a List A game in 2022. I appreciate this is not really an England ODI problem more an ECB one, but I can't understand the idea that playing that format is not necessary preparation. Essentially, it seems accepted that playing cricket is not actually important to be good at cricket.

Agree. It's not a dig at Bethel, just unsure of this approach to talent development that broadly seems to be "we know best" and playing competitive cricket is not particularly necessary.
