I'm finding recently with my link building clients that anchor text on backlinks is increasingly important. In some cases even more so than what page the backlink points to.

That's certainly true. Just look at all the recipe posts on cooking blogs with 6 pages of their life story before the actual recipe.
This is largely due to the way search engines rank results though. People who do SEO on their sites are merely optimising on search algo.
