The definition of deterrence is in what does not happen, not what happens that is it was the smaller number of applications, not the returns themselves, given returns were always voluntary. Now, so to say, there are no speedoguns to deter speeding.

2) Deportations are not the same thing as returns under the Dublin agreements. Deportation is typically to the home country. Returns under Dublin have always been voluntary thus mainly involving applications that had been progressed, decided or involved family connections.

1) Most illegal immigrants arrive legally on a visa or visa-free and overstay. This is enabled by the fact that the UK does not track people leaving the country, which creates complications for proving that the person has over-stayed.

In 2016 they had a vote, if they had not been resident abroad for more than 15 years. It changed only in 2022 so that all British citizens keep their vote now.
