For example in the comic, the Kuratake the Barber sketch flows naturally out of a sketch involving Umi & Sora, the Adatara twins. The anime version comes from out of nowhere, but keeps now unexplained references to Shia Azumaya, the character who really took the hit to fit the manga into 13 eps.
Reading through the CITY manga it is fascinating to see that the few sketches in the anime that didn't work for me tend to be ones that had their setups altered - mostly due to the diminished role given to the Adatara family.
