Looks like L.A. City Attorney Hydee Feldstein Soto will have at least one opponent in 2026: Marissa Roy, who currently works for State A.G. Rob Bonta as a deputy attorney general.
Roy, who handles consumer protection cases, filed paperwork with the state creating her campaign committee

The "dumb pipe" analysis seems particularly tortured. My paraphrase: telephone service is a dumb pipe and therefore Title II, but while broadband service is a pipe, and is dumb, the pipe contains... bits.
FWIW, no dissents.
Because they decide Title II classification is inconsistent with the plain language of the statute, they don't do any Major Questions analysis.
