Documented Leaks: As far back as 2018, the Tehran Department of Environment reported significant oil leaks from the refinery into nearby groundwater. These leaks specifically contaminated agricultural wells in the Shahr-e Rey district, making the water unfit for human use or irrigation.

The Tehran (Tondgouyan) Refinery has been a known source of groundwater pollution for years. Because the refinery was built in the 1960s on what was then the outskirts of the city, it lacked the modern containment technologies used today.
