If they had a bond for adverse effects (such as unintentional property devaluation) then they might just be able to pull from that.

Since they depend on people not figuring this out, they will make bureaucratic hurdles. But, it might be worth it.

If they changed the run-off in town, then they probably had some engineering plans. Between those and environmental impact studies that may have accompanied it, you might be able to make a case that it was from their action that your property value decreased.
