My guess is they have them, but then claim fraud in the blue states and find a way to refuse those elected there. That's the play. By having them, it gives more time to so chaos - and thus strengthen the narrative around the 'fraud' stolen election narrative.

Watch the reaction of the other ice officers after the shooting - they want out of there as soon as possible. One pulls up his mask more - they don't want anything to do with it...just take off.
