It’s very basic. Countries like USA have a massive weapons industry. When stockpiles are very high, they’re dumped somewhere. Korea. Vietnam. Iraq. Afghanistan. Iran. Then the tax dollars go to replenish the stockpiles. Otherwise weapons companies would go bust.
